Focus shifts from allocations to execution, congestion relief, safety, efficiency
KOLKATA, Jan 20 (The CONNECT) – – As the Union Budget 2026–27 approaches, the rail sector is entering a phase where execution and reform will matter as much as headline allocations, according to Vivek Lohia, Managing Director of Jupiter Wagons Limited.
Lohia said the Railways Minister’s “52 Reforms in 52 Weeks” programme signals a clear push towards system-wide improvements in operations, safety and service delivery, marking a shift from asset-heavy expansion to outcome-driven performance.
Based on recent trends, the overall rail outlay is expected to see a calibrated increase of around five percent, taking total allocation to about ₹2.65 lakh crore, including extra-budgetary resources. With electrification nearing completion, capital deployment is likely to be redirected towards easing congestion through new lines, gauge conversion, track doubling, and the expansion of Dedicated Freight Corridors and economic corridors linked to ports and mineral clusters.
“The reform agenda’s focus on faster adoption of artificial intelligence and advanced technologies for safety, predictive maintenance and train operations is particularly encouraging,” Lohia said, adding that it reflects a move beyond asset creation to measurable efficiency and reliability outcomes.
From an industry perspective, he noted that continued capital support, regulatory simplification and deeper private sector participation will be critical to translate policy intent into on-ground execution.
A more enabling framework for public-private partnerships, he said, would determine how effectively reforms reduce congestion and lift operating efficiency across the rail network.
“The forthcoming Budget should focus on converting reform intent into executable projects that directly improve throughput, safety and service quality,” Lohia added.
